Environmental Matters
ECSE’s manager has over three decades of environmental engineering experience leading EPA permitting, compliance, inspection, site remediation and enforcement teams and in private practice as an expert in compliance assessments and litigation support. Representative matters in areas related to private and government practice include:
- Assessment of the technical adequacy of federal enforcement actions and penalties taken against an oil and gas midstream treatment facility.
- Litigation support as an Expert Witness in an environmental chemical trespass matter.
- Development of regulatory compliance strategies for a regional chemical
manufacturing warehouse. - Litigation support for defense counsel for a metal recycling client in an environmental
compliance matter. - Regulatory analyses of hazardous waste recycling regulations for recycling clients.
- Client specific regulatory training for a centralized waste treatment facility.
- Evaluation and development of compliance strategies for a plastic recycling facility.
- Compliance assessment and Expert Witness testimony to AUSA regarding an injection well.
- RCRA Permit Team leader:
- Hazardous waste permitting of a commercial hazardous waste integrated treatment/landfill facility.
- Permitting the closure and capping of four large oil refinery sludge surface impoundments.
- Hazardous waste permitting of a container and tank storage facility at an industrial solvent distribution center.
- Hazardous waste permitting of a container storage area at a US Air Force base.
- Hazardous waste permitting of a sulfide treatment facility at a natural gas sweetening plant.
- Hazardous waste permitting of a refinery hazardous waste land treatment facility
- Project Team Leader:
- Development of PCB and dioxin remediation strategies at a national magnesium metal refinery site
- Studies of in-situ biological and physical/chemical remediation technologies at a rail road tie treatment site.
- Remediation of two large and complex oil refineries and a 420-acre rail road tie treatment facility.
- Research effort to determine the effects of thermally-enhanced water flooding on oil recovery from alluvial aquifers.
- Research effort which determined the sludge retention efficiency of petroleum refinery API separators.
- US/EPA representative to Czechoslovakia for environmental evaluation and site characterization of the only used oil refinery in the nation and for providing technical assistance on new refining techniques and technologies.
- US/EPA representative to the Cook Islands Nation for technical assistance on siting and designing a national solid waste landfill and for creation and implementation of a national solid waste management strategy.
- US/EPA representative to India for environmental evaluation and site characterization of an abandoned chromium refinery site and for providing technical assistance on new refining techniques and technologies.
- US/EPA representative to Malaysia for technical evaluation of a proposed national hazardous waste treatment and disposal facility.
- US/EPA representative to Malaysia to train Malay Environmental Protection Agency staff in methods and skills needed for writing environmental hazardous waste permits.
ENERGY STAR® Services
ECSE has been designated by USEPA as a Most Active ENERGY STAR® Service and Product Provider (SPP) partner. Additionally, ECSE’s Managing Member has also been recognized by USEPA as a Most Active Licensed Professional due to the yearly number of buildings which he benchmarks and certifies under the ENERGY STAR® program. He is one of a few dozen professional engineers and architects nation-wide which have been recognized by EPA as a “Most Active Licensed Professional”. ECSE ENERGY STAR® clients include Commercial Property Management Companies, School Districts, and City and County Governments. ECSE regularly benchmarks and certifies a full range of buildings from the million square foot size to the tens of thousands of square feet.
In 2014, ECSE joined the ENERGY STAR® Certification Nation as a Premier Member for earning EPA’s ENERGY STAR® for more than 15 properties (35 properties were certified). Excel Energy has recognized ECSE for its ENERGY STAR® work and featured ECSE in its 2015 Energy Efficiency Expo for a presentation on Benchmarking Building Energy Efficiency.
